Description

Position Summary:

The Junior Operations Research Analyst shall be responsible for performing services of a technical nature and shall be capable of contributing to services that are technically complex with supervision.

They will provide support to the Manager and Senior Operations Research Analysts' completion of tasks relevant to contract fulfillment, such as collecting, organizing, and analyzing data; performing statistical analyses, writing reports and other relevant activities.

Essential Job Functions:

  • Preparing analysis showing the pros and cons of various courses of action and suggests implications and possible effects of research findings to contribute to general knowledge and support decisions.
  • Executing evaluation of operational requirements relative to programs,guidance, and review processes.
  • Collecting data in accordance with plans, as well as verifies and analyzes data to identify trends and potential problems.
  • Conducting analyses, creating reports of findings, and preparing and presenting presentations. Conceiving and implementing process improvements.
  • Conducting needs assessments, plans, and executes general project management support and recommends program modifications, as applicable.
  • Conducting research to determine the effectiveness of programs and policies.
  • Researching alternatives and recommendations on issues pertaining to program areas to assess the effectiveness of programs and policies.
  • Maintaining knowledge of computer-based business information systems including web, database systems, software and hardware, IT security, data storage, reporting and management of information.

Education/Certifications:

  • Bachelor’s degree in engineering, economics, business, or science and up to 3 years’ experience in engineering, economics, business, or science and shall have experience in modeling, simulation, validation, and verification. Experience may be substituted for Education, see below:

Required Knowledge/Experience:

  • Knowledge of federal manpower management and operations, policy and accountability, workforce strategy and planning, or data analytics and associated regulations, policies, practices, concepts, procedures, and tools to assess program areas.
  • Knowledge of word processing, database, spreadsheet, and software applications.
  • Knowledge of virtual meeting platforms, such as Teams, Zoom, and Google Meet.
  • Skill in the use of Microsoft Office and SharePoint.
  • Skill in organizing, attention to detail, and creating and improving processes.
  • Skill in defining problems, conducting research, collecting data, and executing reports.
  • Skill in designing, developing, and implementing improvements to human capital policies and programs.
  • § Skill in conducting analyses, creating reports of findings, and preparing and presenting presentations.
  • Skill in conceiving and implementing process improvements.
  • Ability to apply and demonstrate strong analytical and organizational skills.
  • Ability to collect and analyze data and provide insight and recommendations to stakeholders.
  • Ability to ensure compliance with regulations, policies, and guidelines.
  • Ability to conduct research and analysis for human resource program development.
  • Ability to work on multiple tasks simultaneously while maintaining effective organization.
  • Ability to coordinate work with staff and other internal and external stakeholders.
  • Ability to communicate effectively in writing and orally.
  • Ability to uphold high ethical standards and an appropriate professional image.
  • Preferred Knowledge/Experience:
  • Ability to balance multiple tasks simultaneously and transition between projects
  • Experience working with DHS
