Role Overview
The Compliance and Operational Support Specialist (Staff Consultant II) will support the Defense Health Agency (DHA) Uniform Business Office (UBO) Support Contract by providing operational support for enterprise compliance initiatives, audit readiness, training, customer support, and program communications across more than 130 Military Treatment Facilities (MTFs). This position supports DHA UBO leadership by coordinating stakeholder engagement, developing training and communication materials, supporting compliance activities, assisting with audit preparation, and providing end-user support to ensure consistent implementation of UBO policies and procedures across the Military Health System (MHS).
The Staff Consultant II works collaboratively with DHA UBO leadership, Military Treatment Facility personnel, Subject Matter Experts (SMEs), and the program team to promote operational consistency, improve customer support, maintain compliance with federal and DHA requirements, and support successful implementation of enterprise initiatives.
This role is contingent upon the successful award of the contract. Any offer of employment is subject to contract award and funding availability.

The Compliance and Operational Support Specialist (Staff Consultant II) will support the Defense Health Agency (DHA) Uniform Business Office (UBO) Support Contract by providing operational support for enterprise compliance initiatives, audit readiness, training, customer support, and program communications across more than 130 Military Treatment Facilities (MTFs). This position supports DHA UBO leadership by coordinating stakeholder engagement, developing training and communication materials, supporting compliance activities, assisting with audit preparation, and providing end-user support to ensure consistent implementation of UBO policies and procedures across the Military Health System (MHS).

Responsibilities
- Support Sustainment Action Team (SAT) initiatives by maintaining and updating workflows and supporting ongoing operational improvements.
- Collaborate with program staff to support Department of Defense Inspector General (DoDIG), Government Accountability Office (GAO), and Independent Public Accountant (IPA) audit activities, including reviewing audit sampling packages submitted by Military Treatment Facilities.
- Support enterprise compliance initiatives by reviewing quarterly compliance checklists and Key Supporting Documents (KSDs) to ensure adherence to DHA UBO policies and regulatory requirements.
- Assist with implementation of NDAA Section 716 initiatives by supporting phased MTF rollouts, coordinating training activities, resolving operational work queues, and validating encounter processing.
- Support UBO Helpdesk operations by coordinating ticket assignments, tracking resolution activities, collaborating with Subject Matter Experts (SMEs), and assisting end users with policy and operational questions.
- Develop, review, and maintain Standard Operating Procedures (SOPs), Helpful Handouts, training materials, presentations, and other operational documentation for publication.
- Coordinate and support UBO training activities, including maintaining quarterly UBO training materials, scheduling sessions, tracking attendance, and supporting enterprise training delivery.
- Provide end-user support related to Profile and Health Plan (P&HP) activities through organizational mailboxes, Microsoft Teams, and direct customer assistance while conducting regulatory research as needed.
- Support the Foreign Military Workgroup by coordinating with stakeholders to resolve operational issues affecting Profile and Health Plan activities through downstream billing processes.
- Develop communication products including presentations, briefings, newsletters, FAQs, job aids, and stakeholder communications.
- Maintain program documentation including stakeholder records, communication logs, training trackers, operational documentation, and feedback records.
- Support stakeholder engagement activities by scheduling meetings, documenting action items, tracking follow-up activities, and coordinating communications across DHA leadership, MTFs, and the program team.
- Adhere to project plans, established processes, and program timelines while delivering high-quality work products in a fast-paced environment.
- 5–7 years of experience supporting compliance programs, healthcare operations, audit readiness, program support, training, communications, or organizational initiatives.
- Experience supporting Department of Defense (DoD), Defense Health Agency (DHA), Military Health System (MHS), or comparable federal healthcare organizations.
- Experience supporting compliance reviews, audit preparation, or quality assurance initiatives.
- Experience developing and delivering training materials, presentations, SOPs, job aids, and communication products for diverse audiences.
- Experience supporting stakeholder engagement, customer service, helpdesk operations, or end-user support across multiple organizations.
- Strong written and verbal communication skills with the ability to prepare clear, professional communications and technical documentation.
- Ability to coordinate multiple priorities and collaborate effectively across geographically dispersed teams.
- Strong organizational skills with attention to detail and ability to manage multiple assignments simultaneously.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Visio, Outlook, and Microsoft Teams.
- Bachelor's degree required; Master's degree preferred.
- Eligibility: Ability to obtain and maintain a Department of Defense (DoD) Public Trust.
- Experience supporting Defense Health Agency (DHA) Uniform Business Office (UBO) programs.
- Knowledge of UBO compliance activities, operational policies, and Military Treatment Facility business processes.
- Experience supporting DoDIG, GAO, or Independent Public Accountant (IPA) audit activities.
- Familiarity with NDAA Section 716 implementation activities.
- Experience supporting UBO Helpdesk operations and enterprise customer support.
- Experience developing and maintaining Standard Operating Procedures (SOPs), training documentation, and operational guidance.
- Familiarity with Patient Identification Process (PIP), Profile and Health Plan (P&HP), and Foreign Military operational processes.
- Experience coordinating enterprise training, stakeholder communications, and change implementation activities within a federal healthcare environment.
