Key skills needed:
  • Strong understanding of SolarWinds, ServiceNow. Need someone who can take initiative, proactive, and take remediation. This is a O&M scope of work. This person is expected to own the SolarWinds platform, its upkeep, and manage its customers. Technical knowledge is necessary but equally important is the ability to take ownership and own the SolarWinds platform.
  • Knowledge on other monitoring applications such as AppDynamics, ThousandsEyes, Infoblox is a plus.
Scope requirements:
  • Operate and manage the enterprise monitoring tools to ensure that system performance meets metrics set in the performance management section of this SOW.
  • Proactively monitor manufacturer and security guidance on a quarterly basis, including guidance from CISA, to ensure that the enterprise monitoring tool environment is configured and continuously updated to meet the latest security configuration standards. Perform validation through automated tools, such as security scans, to confirm that changes made to the environment align to industry and security guidance.
  • Support and maintain the enterprise monitoring tool integration to the ITSM Platform. This activity includes verifying that the ITSM Service Account has access to the SolarWinds Monitoring Tool. 
  • Create enterprise monitoring tool dashboards/map views for business applications or system to display system performance information and SSL Certificate Expiration. OCC currently has 25 SolarWinds Business Application Dashboard views. If a new application is added, a new dashboard view will need to be added via a manual process. 
  • Add or remove nodes on enterprise monitoring tools by correctly following SOP. Action is triggered by a service catalog request. There is an average of approximately 40 requests per month. 
  • Create, update, maintain, or remove process maps and diagrams by correctly following procedures in an existing SOP. Action is triggered by a service catalog requests. There is an average of three requests per month. 
  • Manage access to business application dashboard by responding to service catalog requests (ServiceNow) to add or remove user or AD groups. There are about ten requests a month. 
  • Create, manage, update/modify Enterprise Monitoring Alert Types to ensure that alerts are configured to notify the Ops Center when devices and supporting services are not up, running, or meeting operational thresholds defined under OCC policies and procedures.  
  • Create, manage, update/modify maintain Enterprise Monitoring Tool Reports. 
  • As agreed upon, the Contractor shall adopt and update a Business Application Portfolio Dashboard, which provides an overview of the health of critical OCC business applications. The dashboards monitor servers, performance alerts, critical services, web access, and SSL certificates. 
  • Adopt and update architecture and technical diagrams. 
  • As agreed upon, adopt and update recovery and restoration documents. 
  • As agreed upon, create and store knowledge based articles in the Information Technology Service Management (ITSM) platform (currently ServiceNow). 
  • Every 6 months the Contractor shall coordinate and perform a review, provide feedback, and update the roadmap for all areas within the scope of this contract.
Key Personnel Requirements:
  • Minimum qualifications:  Five (5) years SolarWinds implementation and development experience.
Education Requirements:
  • 4-year degree or above
