Overview
The Pharmacoeconomist will provide expert-level support to the Department of Defense (DoD) Pharmacy Operations Division (POD), focusing on the TRICARE Uniform Formulary, pharmaceutical policy evaluation, and advanced pharmacoeconomic analyses. This role demands a blend of clinical expertise, analytical skills, and the ability to translate complex findings into actionable recommendations.

Key Responsibilities
  • Formulary and Data Management
  • Provide technical and administrative support to the DoD Pharmacy & Therapeutics (P&T) Committee.
  • Assist in preparing industry solicitations and collaborating with the Defense Logistics Agency (DLA) and the VA to establish national pharmaceutical contracts.
  • Pharmacoeconomic Analysis and Reviews
  • Design, execute, present, and oversee:
  • Cost-minimization, cost-effectiveness, and cost-utility analyses for drug regimens across therapeutic categories.
  • Comparative clinical effectiveness reviews of pharmaceutical agents and therapeutic classes.
  • Conduct and defend recommendations for changes to formulary tiers, prior authorization criteria, quantity limits, and other drug coverage policies.
  • Policy and Impact Evaluation
  • Support evaluations of pharmaceutical policies within the Military Health System (MHS).
  • Conduct cost-effectiveness and budget impact analyses related to health technology assessments.
  • Analytical Modeling and Database Utilization
  • Apply decision-tree analysis, Markov modeling, and regression techniques for complex analyses.
  • Use tools and platforms such as Business Objects, SAS Enterprise Guide, Tableau, SQL, and Excel for data manipulation and visualization.
  • Stakeholder Engagement and Presentations
  • Brief P&T Committee and Uniform Formulary Beneficiary Advisory Panel on key findings and policy impacts.
  • Collaborate with cross-functional teams to present analytics and operational metrics to various stakeholders.
  • Critical Literature Evaluation
  • Perform rigorous evaluations of medical literature to support evidence-based recommendations and optimize managed care pharmacy outcomes.
Qualifications
Required:
  • Advanced degree in Pharmacy, Pharmacoeconomics, Public Health, or a related field.
  • Proven experience in pharmacoeconomic analysis and managed care pharmacy.
  • Proficiency with analytical tools such as SAS, Tableau, and SQL.
  • Strong presentation and communication skills to interact with high-level panels.
  • Ability to synthesize complex data into actionable policy recommendations.
Preferred:
  • Knowledge of TRICARE pharmacy benefits and formulary management.
  • Familiarity with decision-tree and Markov modeling techniques.
  • Experience with federal or DoD pharmacy policies and procedures.
Work Conditions
  • Primarily remote, with occasional travel to support meetings, training, or conferences as required.
  • Regular interaction with government stakeholders and adherence to DHA security protocols.
