Background:
Headquarters Air Mobility Command HQ AMC/A6 requires engineering support for Infrastructure and Operation, Voice Networks, Secure and Non-Secure Networking, Network transmission for both wired and wireless, and assured Command and Control (C2) voice/video/data systems. The engineering support provides end-to-end technology analysis, assessments, and review of all technical solutions, products, services, and capabilities to ensure all are consistent with Department of Defense (DoD) and USAF base area network architecture and standards. These projects provide direct support to the Services (Army, Air Force, etc.), Combatant Commands (COCOMS), Joint Staff as well as the DoD business and acquisition communities depending on network access. HQ AMC communications equipment and systems are in continual need of technology refresh and upgrades that encompass system components, software, Local Area Networks (LANs), Wireless LANs, Network Multiplexing, voice and supporting infrastructures. The end result is more efficient and effective technology investments and ultimately improved global, net-centric operations which are delivered through products, services, and capabilities to AMC bases
Position Summary:
Review and analyze factors and assist with resolving problems influencing the planning, design, implementation, operation, and maintenance of the AMC C2 systems and infrastructure. Evaluate new/emerging technology and evaluate possible architectural changes that meet all requirements (Unified Communications, IP Radio Systems, WAVE, voice recording equipment, and conference systems).
Essential Job Functions:
- Participate as a member of site survey and system acceptance teams; assist in the development of Project Support Agreements (PSA) identifying site locations for equipment, civil engineer support requirements, and communications support requirements. Function as a member of system acceptance teams, validating the completion of the required systems tests and perform the necessary quality assurance checklists.
- Provide support to MAJCOM C2 facilities through analysis, requirements, feasibility studies and strategy options on all new technology development and requirements, such as VoIP, Radio over IP, Radio integration into C2 systems, Voice recording equipment, administration and management systems, IP security systems, and IP technology incursion to include integration of UC into the TWCF C2 systems used by Government personnel to develop policy and guidance.
- Analyze, integrate, and implement systems and network components based on DoD/AF instructions and guidance consistent with emerging technology and industry practice.
- Deliver extensive experience with operating, maintaining, and replacing complex multicast video, ad hoc technical solutions, and Public Address Systems (i.e., Giant Voice) used on AMC installations.
- Enhance customer’s response capability, pervasive reach, message consistency, and rapid two-way communications
- Review and analyze existing and planned systems to ensure compliance with DoD/AF instructions, policies and guidance supporting AMC C2 facilities within CONUS and TWCF enroute OCONUS locations; analyze system functionality, interoperability, and integration of RF radio systems, VoIP, analog voice, video, alarms, and networks for use in the C2 facility; analyze the survivability of the systems deployed in the C2 facility to operate through various contingency operations
- Analyze lifespan of system components and compare to expected lifespan for overall systems., evaluate requirements and provide feasibility studies to support C2 and Enroute Infrastructure. Consult on system projects used by Government personnel to develop policy and guidance.
- Analyze maintenance support requirements throughout lifecycle, to include changes required toward end of lifespan to maintain operations.
- Oversee maintenance training requirements and incorporate industry best practices and standards this includes all engineering support to develop the MAJCOM roadmap for moving all Enroute and base level systems to EoIP, and the increased reliance on SIPR.
- Develop, compare, and forecast all costs associated with system(s) support. Include technical refresh/upgrades, maintenance, training, manpower, support methodology, and additional factors which will affect system support costs, manage reduction of independent communications systems to reduce overall sustainment costs
Education/Certifications:
- 5 Years DoD
- Required Knowledge/Experience:
- Air Force experience, DoD Experience and DOD/AF C2 Systems
- Systems and clients operating using Internet Protocol (IP) transport to include VoIP, VoSIP, ECVoIP
- Knowledge of Command Post Systems with integration of radio systems and media gateway to provide transport for audio and data
- Knowledge to work on Voice Recording equipment, System management to include administration of networked systems, Voice to include Secure and Non-Secure
