Job Summary:

  • The UAS First Responder Training Instructor position will support FEMA UAS First Responder training for disaster recovery, project management, project execution and first responder recruiting across the Emergency Management (EM) field with Federal, State, Local, and Tribal Nation agencies. Assists with course delivery, safe UAS flight training, and gradebook administration. Support other Disaster Preparation and Response research and events.

Standard Duties:

  • Lead and participate in FEMA UAS First Responder training. Keeps up to date on UAS platforms, components, and sensors along with all FAA regulations and safety procedures. Participate in train the trainer events as new courses become available. Additionally support other Disaster Preparation and Response research and events. This is not a full representation of all duties and may be assigned other duties as needed by the department.

Knowledge, Skills, and Abilities:

  • Preferred Knowledge of core EM principles, policies, procedures, and terminology in a professional EM environment through successful completion of the following courses and/or training:
  • National Incident Management System (NIMS)
  • NIMS Resource Management, including NIMS Resource Typing
  • FEMA’s Whole Community concept
  • FEMA IS-100C Introduction to Incident Command System
  • FEMA IS-200C ICS for Single Resources and Initial Action Incidents
  • FEMA IS-700B National Incident Management System (NIMS)
  • FEMA IS-800D National Response Framework
  • Preferred Skills to apply common EM professional practices and skillsets, including:
  • Preferred Skills to effectively utilize a broad range of technology services and products in administration, program management, and/or emergency operations, including:
  • ArcGIS Geospatial Information System
  • Microsoft Suite – Advanced Applications (Visio, Access)
  • Preferred Ability to conduct training or education intelligently and collaboratively with EM and non-EM professionals in virtual or in-person environments.
  • Risk Management (Identifying, Assessing, Prioritizing, Managing, and Cost-Benefit Analysis)
  • Knowledge of project management fundamentals
  • Skills to effectively utilize a broad range of technology services and products in administration, project management, and/or emergency operations, including:
  • Common telecommunications products (phone, email, text (SMS))
  • Social media monitoring (LinkedIn, Facebook, Twitter)
  • Microsoft Suite (Teams, Work, Excel, PowerPoint, OneDrive, SharePoint)
  • Skills to apply common Business Development practices and skillsets
  • Ability to communicate intelligently and collaboratively with EM professionals in virtual or in-person environments.
  • Ability to develop relationships and identify business opportunities for future contracting.
  • Ability to work alone or as part of a team with self-motivation and high reliability.
  • Ability to communicate effectively with a diverse audience via spoken, written, and visual media.
  • Ability to read, write, and speak English in a professional manner.

Minimum Qualifications:

Education:

  • Baccalaureate Degree in Emergency Management, Homeland Security, Public Administration, Business Administration, or a related field.
  • Degree requirements may be waived for ten (10) years or more of Public Service experience.
  • Professional Experience:
  • Three (3) years of professional experience in emergency management, law enforcement, disaster response, fire protection and project/operations management are required.
  • Experience operating UAS safely with full understanding of FAA Part 107 regulations, completion of pre and post flight safety checklists, risk assessment, and situational awareness during flight operations. Desired three (3) years’ experience operating UAS.
  • Preferred experience operating in austere and/or disaster environments.
  • Certifications/License- Valid driver’s license. Must be FAA Part 107 licensed (within 90 days of hire date). Must maintain all required licenses and certifications throughout the period of employment.

Departmental Requirements – Must be willing to travel out of state 1) for train-the-trainer events when the sponsor introduces new courses, 2) for course delivery to first responders in greater NM, Texas, Arkansas, Oklahoma, and Louisianna, including state Tribal Nations.

Special Requirements – FAA Part 107 Certification (or ability to obtain within 90 days of hire date), familiarity of data analysis of geospatial data from UAS imagery utilizing ESRI ArcGIS or other GIS software.
