Position Overview:

As a Mid-Level Systems Engineer on the FBI CJIS CTP – Applications Team, you will support the design, integration, and ongoing management of infrastructure systems that host critical COTS tools such as Atlassian Data Center applications and IBM DOORS within secure, cloud-based environments. You will help automate deployments, configure enterprise tool environments, manage system performance and security, and support the CI/CD pipeline infrastructure. Working within an Agile/SAFe framework, you will collaborate with DevOps, SMEs, and tool administrators to implement robust, scalable, and compliant systems that serve the collaboration and development needs of the FBI enterprise.
Key Responsibilities:

  • Design, implement, and maintain infrastructure environments in AWS (e.g., EC2, S3, RDS, VPC, IAM, Lambda) or Azure to support Atlassian and other enterprise COTS offerings.
  • Develop and execute Infrastructure-as-Code (IaC) strategies using tools such as Ansible, AWS CloudFormation, and Packer to automate deployments and improve environment reproducibility.
  • Configure and manage CI/CD pipelines using Bamboo or similar tools, ensuring consistent software delivery and environment configuration across development, staging, and production.
  • Administer and monitor cloud infrastructure using AWS CloudWatch, CloudTrail, Prometheus, Grafana, and Splunk to ensure performance, uptime, and log traceability.
  • Enforce infrastructure security best practices, including access control, encryption, and integration with IAM policies to support FedRAMP, FISMA, and CJIS compliance.
  • Support containerization and orchestration using Docker, Kubernetes, or AWS ECS to ensure scalable and efficient deployment of services and tools.
  • Conduct systems engineering analyses to ensure infrastructure meets operational and business requirements.
  • Troubleshoot infrastructure and system-level issues, identify root causes, and implement corrective actions for sustained system reliability.
  • Recommend new technologies, tools, or practices that improve infrastructure efficiency, performance, and security posture.
  • Collaborate with Team 5 application administrators to support plugin management, software upgrades, and integration of COTS tools into enterprise workflows.
  • Participate in Section 508 compliance testing to ensure accessibility of COTS applications and plugin modifications.
  • Utilize PostgreSQL for backend support of Atlassian tools, including direct queries and updates as required for troubleshooting and system optimization.
  • Provide training and documentation to support internal teams and end users in adopting enterprise tools and following standardized workflows.
  • Contribute to the development of FISMA-compliant documentation in support of Authority to Operate (ATO) packages.
Required Qualifications:
  • 5+ years of experience in systems engineering or DevOps roles supporting cloud-based infrastructure for enterprise applications.
  • Proficiency with AWS services (e.g., EC2, RDS, S3, VPC, IAM, Lambda); Azure experience is a plus.
  • Experience with Infrastructure-as-Code tools such as Ansible, Packer, and CloudFormation.
  • Working knowledge of CI/CD tools and pipelines, including Bamboo or similar platforms.
  • Familiarity with containerization (Docker) and orchestration (Kubernetes or ECS).
  • Experience with monitoring/logging tools: CloudWatch, Grafana, Prometheus, Splunk.
  • Working knowledge of PostgreSQL for infrastructure-related troubleshooting and queries.
  • Strong understanding of infrastructure security practices aligned with FedRAMP, FISMA, and CJIS.
  • Familiarity with Atlassian tools (Jira Software, JSM, Confluence, Bitbucket, Bamboo, Crowd) and enterprise plugin configurations.
  • Experience working in Agile/Scrum/SAFe environments using Jira and Confluence.
  • Strong written and verbal communication skills with the ability to create and deliver technical documentation and training.
